Sorry, but lower control arms DO NOT interchange readily between '67 - 69 F-bodies. While they will physically bolt in - you have to be be aware of where the bump stop is for the lower arms or you will have BIG problems.
On '67's the bump stop is on the frame at the rear of the spring pocket. The lower control arm would NOT have mounting holes for a bump stop. However later '68 -'69 arms would work.
On a '68 the bump stop is on the control arm, but again ON THE REAR EDGE.
On a '69, the bump stop is ON THE FRONT of the spring pocket and control arm.
With Nova's it's the same thing - the '68 Nova suspension is the same as a '68 F-body while the '69 and later Nova's equate to a '69 F-body.
Last, but not least - 1st and 2nd Gen F-body front suspension parts DO NOT interchange at all.

In answer to your question - Yes. Or off a '68 Nova.
I know all about this through the painful process I just completed using a subframe off a '68 Nova and a bunch of mismatched lower control arms from my car and some junkyards.
