Got the battery installed yesterday and I am chasing down some electrial gremlins in my '67.
1) The turn signals should work regardless of whether the ignition is "on" or not, correct?
2) I have power up to the top of the column and at the turn signal switch. The horn connection is hot and the emergency flashers work.
Any ideas WHY the turn signals don't respond to moving the stalk?
It's a Flaming River tilt column and everything is brand spanking new including all new wiring harnesses.

Tail, brake, reverse, and park lights all work (I have not installed the headlights yet)
Does the ignition switch need to be "on" for the turns signals to work?
I'm beginning to suspect an ignition switch problem because nothing happens at the starter when I turn the key. I tested the starter independantly and it works.

Ignition switch must be on for turn signals to work. Four ways will work with ignition on or off.
Wipers will also work only on ignition (possibly accessory as well). Blower motor will work on ignition or accessory. Use these to narrow down whether it's an ignition switch or a flasher circuit issue.
If your starter does not engage when you turn the key, check your column collar by grasping the lowest section and rotating it counterclockwise while turning the key. If it still does not engage the starter but all other ignition accessories work, check your neutral safety switch. Not sure if the collar issue is present with the aftermarket column, but it's a frequent one with the factory column.

Reverse lights come on with shifter in R and ignition "on". Both the wiper motor and blower motor works at either "on or "acc".
No power to purple starter wire with ignition to "start"
Its an aftermarked Flaming River column so there's no column shift collar.
I'm going to play with the shifter settings to see if i't a neutral safety switch out of postion (although the reverse lights work and I did adjust it per the Service Manual).

I will try that. No worries, I pulled the starter to make sure it was OK and have been testing the purple starter wire with a test lamp.
I melted down an battery terminal once. Even 12 volts scares me.

Back to the turn signals - have pulled the switch out and studied the wiring diagrams.
Black wire is horn and it's hot.
Purple and brown wires are Emerg flashers. Brown is hot.
White is back-up switch
That leave dark blue, light blue, yellow and green. I see from the wiring diagram that (similar to a boat trailer) green is right rear and yellow is left rear. I see from the diagram that light blue is left front and dark blue is right front. All 4 of those should be the output wires from the turn signal switch.
So what wire provides the switched hot for the turn signals when the ignition is on?

A brown wire traces from the fuse box to the turn signal flasher, and becomes a purple wire. The purple wire leads up the column to the turn signal switch. It's the source for the turn signal, and should be hot on ignition.
Brown at the column is for hazards.
Did you install your turn signal flasher unit? Under dash, think it's to the right of the column by the ashtray on a '67 but not positive.

Yes, hot on horn. Grounding the hot horn wire triggers the horn relay.
Yehaw! Good news on the starting circuit. It was a bad neutral safety switch. I had power to the switch when the key was turned to "start", disconnected the switch, jumpered the 2 purples and got the test lamp to light at the starter. Tested for continuity on the switch. Got nada. Pulled it off, the front contact for the purple wires is mangled and bent backwards. I may be able to fix it, if not a new one may be in order. This one was a brand new switch from Rick's Camaros.
Dinner's coming so I need to check on the turn signal flasher later. Dummy me thought that there was only one, so I bet you it's not there.

Based on that description, it took me 15 seconds to find the connector danging down behind the center panel.
And no there is not flasher on it. Duh!!!
And I took about the entire steering column for nada. Oh, well.

I always called 'HOT' having power. You guys must have another definition of HOT. Maybe you mean it has continuity when you say it's HOT??? The horn wire that you ground shouldn't, ah, 'have power'. And the horn shouldn't have power either. You ground the relay and then the relay sends the power to the horns.

I thought that plug was for the radio. I swear.
The neutral safety is toast and, of course, the local parts place could not find a listing for the right one. I will order one.

Cut yourself a 1/4" wide x 5/8" long piece of scrap sheet metal and make a temporary safety switch jumper. Tape it/insulate it well. And go for a ride.

Vikki: Don't need to. The previous owner removed the switch and jumpered the wires using a little harness of the same gauge and color. It's still on the old console harness and I can steal it if need be.
I guess I will put off the 1st startup until next weekend.
Jim: Now I understand what you mean about the horn curcuit and "continuity". If we close that horn wire to ground in order to test it (either light or multimeter), the relay closes and the wire appears as "hot". But it really isn't.
