The tops slide down over the top mounting strips, and the bottoms are screwed into the bottom of the rockers. After years of dirt (and maybe rust?), the tops might be kind of stuck in place. Gently tapping with a rubber mallet will likely knock them loose.

I just replaced mine and can confirm the above. You should be able to remove the 2 visible screws at either end, remove the 5 screws from under the rocker, and then push up on the molding to disengage it from the clips underneath.
I just did it, and you need to be careful not to push too hard and have it all of a sudden pop upwards. For me it didn't matter, but you can possibly scratch the paint.
If you have any doubt, tape it off above before you push.
