I installed a new deluxe wood wheel, new turn signal switch, new horn realy, & a new horn contact kit & I still have no horns. I switched a couple wires on the relay & when I put the key in the ignition the horns come right on, so I know that the horns themselves are OK. Here's pics of the horn relay & the wheel setup. Do I have anything backwards or am I missing something cause I am out of ideas.
Here's pics of it going together. I tried a power tester at the horn contact & it shows that I do have power up at the horn contact. Am I missing something obvious here?

Did you put the pin & spring in? It has to make contact with the back of the steering wheel. When you press on horn button it completes the circuit.

Yeah, I put the spring & pin in the cam switch. Like I said, there's definately power coming thru the spring/pin. I had someone tell me yesterday that you can get the horn to blow by pushing in on the pin with a screwdriver, not sure if thats true or not but I tried it anyhow & nothing. This is the last hurdle for the car, it won't pass inspection until I get it working & its at the point where its maddening right now.
The button and spring need to make contact with the 3/4 circle cutout you can see in your photo above at the 9:00 position. If the button and spring are installed in the photo with the steering wheel on, then the button is on the wrong side of the wheel. You put that in after you install the wheel. If you have a plastic insert for the button and spring, that inserts into the hole in the wheel to insulate the button and spring.

The black plastic insert goes into the hole in the steering wheel? The place where I purchased the kit said it goes into shaft on the cam switch where the spring/button go in if the shaft has an eye for it. Ugh. I'll check the positioning of the 3/4 hole, plus the button doesn't stick out far enough past the cam switch shaft so I need to make a fix for that b/c I don't believe it isn't contacting anything b/c of that right now. Thanks for all the help so far everyone!
BREAKING NEWS!! The horn finally works! I elongated the spring to get the pin to stick out further out. I put everything back together & then the horn relay would click, but still no horns. I tested the connections at the horns & they were getting power. I then put a battery charger to the horns, to see if I could get them to work that way & presto, they made sounds. I reconnected the horns to the wiring harness & now they work. A combination of the pin not sticking out far enough in the steering wheel & the horns being "stuck" & getting them unstuck with the battery charger. Thanks for the help everyone!
