Make sure they are mounted correctly, rubber side down. The repops say "UP" on one side!

You did not make that easy had to look up the diagram in the parts book. # 16 in the GM parts book is the bumper upper reinforcement panel not at all what they were talking about in this thread. Maybe someone knows of a company that offers these aftermarket? I know Ames does not. That is a part I would just source from one of your friendly neighborhood Pontiac hoarders. Join a local club do some networking and a whole new world of used original parts will open up to you. If you happen to live in a area devoid of Pontiac people you could try some of the used Pontiac suppliers like Franks Pontiac parts. Hopefully someone else will chime in with sources or one for sale close to wherever it is you are.
I just pulled the front end on my 67 Bird, and I was missing one of those rubber mounts. Here is a link to the video I did on removing the bumper, hope it gives you a visual of the location and etc.
