Out Side Rocker

I removed the drivers outside rocker it was in real bad shape then I found that there is a square brace close to the rear tire looks like galvanized metal completely rusted.
Not sure if this brace is to support the rocker or the body. My questions is should I replace it or should I just cut out what’s left and weld the new rocker in with out the brace
