Can someone point me in the right direction to someone that sells the correct pilot bushing for a 400? I have tried the local parts stores and none of them have the right size bushing.

Spend the $22 for the bearing.
You can also get them from a bearing house or McMaster-Carr for about half that. They are filed under the category of "Metric Electric Motor Bearings."
