It depends how much filler is actually on there....even replacements will need some filling...The drivers side looks the worst, feel underneath to see how bad the metal is. Looks like I would replace it at least.
I replaced mine with skins welded in in a line between the top ridge and the wheel well.... the guy did an awesome job.....after sanding likely have a tablespoon of filler on both sides...
It also depends where the car is going to sit, ie in garage or out in the weather and of course how long you are keeping it and how much you want to spend. I dropped $40k into mine and it is garage kept, only sees rain if I get caught out in it....
They both look a whole lot better than what was left of my '67. The trickiest part to deal with is down along the bottom of the rear quarter wher the rust creeps up the wheel well lip. That is a real inaccessable space and needs to be taken car of with new metal. It would be nice to keep the overall integrity of the body by not replacing panels, but you may need to do some exploratory cutting to see what you really have.
How do the inner and outer wheel wells look? Likely not too bad based on what I see from the body.
I used to be indecisive. Now I'm not sure. Had two quarters sectioned and outer rockers replaced on my wife's car. The bill was $7K when I picked it up. That was just labor. I supplied the parts.
