Wow, took a look again today after a number of years and my dealer has finally been identified.
That makes my day.

hi, just got my phs packet, meaning to do it for years, zone is 23 san francisco, dealer is 407, can't seem to find anything on this dealer code, any ideas.

If you ordered the window sticker, it will have that info. If not, try asking PHS...

Not really for sure what the PMD Zone Drop Off means.
Possibly where the factory stored the zone cars until a dealer bought it.
Barnett, do you have a copy of a PHS that shows this?
BTW, each zone probably had a Dealer # 997.
With the Zone number, you can see what area it started at.
