Does your horn work? You should be able to hear a click(points closing) from the engine side if the horn button is grounding out when you push it. Basically theres a couple of sets of points inside the relay that open and close depending on the operation. You might be able to pull the cover off and file on the points a bit to clean them up if they are rusted. Or you could buy a new relay but be prepared 69 relays are not easy to come by and defiinitely are not cheap.
