The bolt is a 3/8 16 carriage bolt between the panel and bracket, and they used a pushnut to hold the bolt in place while the front was is pieces/during assembly..

I was wondering if the push nut just a normal thin push nut or if it was thicker like a nut that might have been used also used as a spacer.

Bingo. Another location was the front subframe bolts as they are installed upside down and the factory needed a way for them to stay in place until the subframe was mated with the body.

They needed a device that would hold the bolt but take up no space.
