Rebuilding my instrument cluster of sorts, replacing lens, and circuit board, and sockets also putting in LED lights, only issue is there is a separate bulb that mounts on the top, i think its bright light indicator but I am not sure. also in the plug that mounts to the circuit board there is a light green wire that is clipped. looking at light schematic I cant determine what that wire is for

Yes, the bulb at the top is for the bright light indicator. It is a standard bulb that shines through a red plastic film held between the bezel and the socket housing.
Regarding the "plug that mounts to the circuit board", are you referring to a dash bulb socket or the main wiring harness? If the dash bulb socket, then the light green wire could be for the ignition lamp or for the ashtray lamp, but it should be a fiber optic cable and not a wire. If the main wiring harness, then I'll have to leave it to others to give guidance.

yes it is the main wiring harness that plugs into the instrument panel. about 12 wires there one of them is cut on mine and trying to determine what is not operating because of it
