You need the date code to determine the year.
Per this site:

67 WQ is Ram Air I
68 WQ is 400HO
69 WQ is Ram Air III

no other WQs after 69.
Of course, all 3 are Man. Trans- 3 or 4 speed.
All three are rare engines, but you need the heads, manifolds, and carb.

Block casting number is located on the rear of the block, passenger side, below the cylinder head. Block casting date is found on the web below the distributor.

That first number should be a 9790071. That, combined with E069 (May 1969) indicates a 1969 400 H.O./RAIII 4 speed.

48s are the correct heads for that application. Again, the casting date is necessary to confirm.

Last six digits of the car's VIN are found on the front of the block, behind the lower radiator hose.

yes, VIN ending in 104212, which narrows it down to just a few possible cars. Three assembly lines, two body styles...only six cars to choose from.

There is one character missing from your VIN...it is L, U, or N...and will cut that list in half. Look at the block once more.

That is the only VIN stamp on the block. You already know it's from a Firebird, and there is not enough data on the block stamp to tell coupe or convertible. The letter will be between the 2(Pontiac)9(1969) and the 104212(partial VIN). Yes, the missing letter will tell you which plant, and will narrow to two VINs. If you want to try to match the engine back to its original car, it might be possible with a bit of work, IF the car has ever had PHS documents pulled.
