I noticed one of the rear bolts holding down the front passenger seat on my 68 is not tight. I tried tightening but it wouldn't. How do they work? Is there some clip or J-nut type thing on the back side. If so how do you get to it?

On mine, the bolts thread into nut plates that were welded to the other side of the seat pan support. This nut plate is spot welded to the pan in several places, so it's unlikely to spin freely. My guess would be yours is stripped out.
The easy fix, assuming the nut plate has not broken loose, may be to drill through the existing hole and tap it with threads for the next larger size.
