Make sure the surface is very clean (obviously) and dry. Lacquer thinner removes all grease and solvents better than just about anything. Acetone also works - but not as well.
Paint in very light coats rather than one heavy coat. Paint over the exhaust ports with only one very, very light coat. Do not prime any surfaces that are cast or machined.
