I'm considering installing the following wheel vintique wheels:
93 SERIES BILLET PONTIAC RALLYE II
On my 67 400 Convertible. I have a few questions.
1) Will the 17" wheel and a lower profile tire improve the cornering/handling of the car?
Very much.

You can fit a lot more in the front vs. the rear. A 235/45 will easily fit. A 245/45 gets tight, but works for many as long as the backspacing is correct. On the rear a 255/55 will easily fit, but many do a 275/40.

Use the stock wheels, crank the wheels and measure clearance.

Depends on the height. A 245/45 is 25.7 inches which is close to original.

Gosh no! I prefer the shorter sidewall. But to each his own.
