What I did: 1) made sure the horns worked by jumping + terminal to battery. 2) I assumed my relay was bad, so I replaced it.(probably wasn't required)I do not know how to test the relay. 3)I checked the wire from the relay to the steering column at a couple places to make sure the horn blew when grounded. 4)I checked same wire on both sides of the connector under the dash. 5) Then I pulled the wheel and found the stud was not contacting the ring.
