That connector is your voltage regulator connector. Do you have and externally regulated or internally(1 wire) alternator.

That short fuse you speak of is for the dash lights.

Seems like you have a lighting short somewhere. You'll need trace down all the light circuits to find it. Someone may have ran into the problem you are currently faced with and that's why the headlamp light harness was modified.
