I can't be of much help about Apollo Beach since I've never been there, but what I've seen of Tampa and Brandenton Beach seemed nice. I'll agree with everything creekbob and Earlybird have said.
The one thing I've noticed since moving down here (originally from Kansas) is that the thermometer lies. The hot days feel hotter and the cold days (all 4 of them a year) feel colder.
If you're willing to wait a year or so, the housing prices in the Cape Canaveral/Cocoa Beach/Merritt Island/Titusville area will probably take another dip. With NASA not flying the Space Shuttle anymore (2 flights left), gov't contractors are going to be looking for jobs and there's not a lot of industry in the area from what I can tell. Tourism and NASA seem to be the big draws. Titusville is a good example of what happens when NASA ends a program. From what I understand, it was a booming town at the end of the Apollo program. In years after, it slowly dwindled. It's still a nice place, but it doesn't look like it ever bounced back. YMMV
