The button and spring need to make contact with the 3/4 circle cutout you can see in your photo above at the 9:00 position. If the button and spring are installed in the photo with the steering wheel on, then the button is on the wrong side of the wheel. You put that in after you install the wheel. If you have a plastic insert for the button and spring, that inserts into the hole in the wheel to insulate the button and spring.
