Maybe some of this might help with your steering wheel resto. I took shots of all the steps and it turned out pretty good. I noticed my wheel was quite out of round as well and you can see what I did to lesson the oval. It must be something to do with the wire inside and the plastic thicknesses of those wheels that cause them to warp as they age.
