I took off the steering wheel. Then the fun began. i tried jumping the brass ring on the cancelling cam to the steering shaft. Got a huge spark. Thought it was going to flare up. I did notice the brass stud was pushed in and had no spring to it. Is it supposed to???
The hollow brass stud under that ring has a copper spring under/inside it that keeps it in contact with the ring. I just pulled mine out last night. Had to dissassemble and "extend" that copper spring. Its very soft. I hope this repair lasts.
You must have jumped that stud to get a spark. The ring has no juice unless that stud is touching it..I think...

What I did: 1) made sure the horns worked by jumping + terminal to battery. 2) I assumed my relay was bad, so I replaced it.(probably wasn't required)I do not know how to test the relay. 3)I checked the wire from the relay to the steering column at a couple places to make sure the horn blew when grounded. 4)I checked same wire on both sides of the connector under the dash. 5) Then I pulled the wheel and found the stud was not contacting the ring.

The wiring harness is brand new. I assume it is good. Power up to the stud as demonstrated by spark???

Have you disconnected/reconnected any of the wires at the relay? Perhaps there are 2 that are not connected correctly...? I've done this. One connector is shaped so that it can only be connected in one place. The other 2 are the same, and can be swapped(at least on my '68)(I am refering to the 2 black, and black with pink stripe that connect to the pins on the bottom of the relay).

Thanks I am actually on vacation this week. Not near the car. I took a few pictures of relays at the saratoga show last weekend and I am waiting to get a chance to match them up.
