I removed the Pontiac emblem from the front bumper of my 68. There was a spacer installed between the nut and the back side of the bumper. After inspecting it, I realized that it appeared to be homemade. The holes in the bumper are rather large, (it's a repo), so it looks like the spacer is a good idea, but is there supposed to be a spacer?

spacer was probably used to make it "fit" better...
also, 67,68 bumper emblem is different from 69...but only one is being repoed ,as far as I know (unless they started making one recently)

I knew there was something about your spacer photo that bothered me.

It only has one hole. My "real" 400 bumper on my car has 2 holes.

That's my fault. It has two holes/studs. The other nut and, I assume, the spacer is missing.

Since the bumper holes are rather large, around 1/2", I just used small fender washers behind the nuts. Might not be absolutely correct, but works great. Can't see them anyway!

The spacer as you call it, is used to center the stud of the arrowhead badge to the bumper. it also provides a flat surface for the nut. It's a factory item.

Really? This one looks like it was hand made then. By looking at my picture, does it look close to the original factory item?
