The short version. Bought a 67 Firebird 400 online "sight unseen". Was told "it ran great". It arrived at my house and it had a thrown rod and a split oil pump. When I went to confront the seller...he died the day before. And yes, he really did die. I checked. RIP Alex. Ok...on to the question...
Needless to say, I have never driven this car. Seems that I have an engine that has been Frankensteined together (or so I am discovering). Engine components from all different years of Pontiac. The water pump pulley is too far forward, and doesnt line up with the power steering pump or alternator. Its about .25 or > off. I am thinking that the pulley is the wrong year. But I have no idea what the RIGHT year is. All I can say is...the pully needs to flange in towards the block more. Or to say it differently, the pulley needs to have a "deeper dish". Do you have any ideas? I would really like to avoid shims.
And this is the only thing left to fix before I can drive it for the first time. So your help is appreciated.

We can help you figure out what the motor is and what year, if you want. First, does the water pump have 8 bolts in the front or 11? If it's a 67 or 68 setup it will have 8. 69 and up has 11. Basically you need to match up the pulleys from one setup, as you figured. There should be part numbers on the pulleys that can be used to figure out what they are from assembly manuals. Maybe just one needs replaced, maybe start fresh with a matched set.
From the pic it looks like you at least have the correct 67-69 alternator/power steering brackets.
I'm guessing, but you may have a 69 long snout water pump with a 69 short snout pulley. That would cause the water pump pulley to be 1/2" too far forward. I've dealt with this on 69 GTO's

That's exactly the case, I had the same issue in reverse my motor is a 68 and my pulleys and accessory brackets are off a 70 so I made a 1/2 spacer for my to line up but he needs a 69 or newer long neck water pump pulley

We have the same pulley I shimmed mine out because my water pump is a short neck but all my brackets for my accessories are for the long neck, I do have one for a long neck but need if for my 1970 ram air III that I'm building

See in the picture my belt should be on the inside Grove not the outside so I have to shim it a 1/2 inch out or I could change the timing cover and buy a 11 bolt long neck water pump
