Jimbo, You'll have to do it while it's in the car. Just take off everything and unbolt the steering column under the dash so that it can drop out of the way. The gauge housing will also come out and you can repaint that while you have it out of the car. Just make sure you mask off the windshield and sidewindows and doors to avoid the overspray. It's not hard at all and should only take you a weekend to disassemble, paint and reassemble. By the way, what did you do to your console? Did you remove the woodgrain or paint over it?
