Here's another issue. You said you got "very close to the correct intake". '67 and '69 Quadrajets are different in construction; the '67s have a groove across the front of the carb base plate. '69s do not; presence of the groove in the intake may affect operation of the '69 carb. The base gasket must be correct for the '69 carb, not the '67 intake, or vacuum leaks may result. Which intake do you have?
Carter for '67 is not a Quadrajet...in later years Carter also manufactured Quadrajets for GM. Primary and secondary bore size and spacing are different.
