I'm not sure what the laws are in other states. But in ND if there is no paperwork and no record of previous registration, a sheriff just needs to see the car and verify VIN to get it licensed. If there is a previous record of registration, then that registered owner needs to be contacted. It would be nice if that car could be restored instead of turning it for parts. You don't see many of those around.

NY state never issued titles for any car prior to 70. They have what they call a transferable registration. The seller signs the back and gives it to the new owner and that is all there is to it.
