I know what you mean! I have two abandoned houses near me. A fence won't stop the cats, they'll just jump over it, you need to keep the garage closed up tight. Live trap the cats and take them to an animal shelter. Or you might try one of the local "cat rescue" organizations like "Cats Annonomous" to see if they will come and trap them for you.
