It's not that simple. Taking more from a few does not fix any problems. Especially with the current economic climate.
Some thoughts: high taxes on short term capital gains, to deter market speculators. Not on total gains for the year, as that can be manipulated by selecting the most tax-advantageous lots, but on each transaction. Speculators are definitely contributing to the stock market rollercoaster, as are underfunded players on margin in a falling market. Perhaps lower the taxes on long term capital gains, with rate declining according to number of years held, to encourage long term investment and market stability.
